Indigenous Land Corporation Expert Information Managers

Project

The Indigenous Land Corporation (ILC) is a corporate Commonwealth entity that assists indigenous groups to acquire and manage land to achieve economic, environmental, social and cultural benefits for Indigenous Australians. The ILC Board has recognised the need for greater sharing of data, information and knowledge to provide better opportunities, expertise and service to indigenous people. Justified on the basis of addressing perceived security exposures, the Indigenous Land Corporation appointed Experience Matters and Knowledge Perspectives to collaborate to develop an Information and Knowledge Management environment that enables the ILC to exploit its Information and Knowledge Assets.

Process

Experience Matters and Knowledge Perspectives were engaged to:

  • Review, refine and validate the scope and structure of the Information Security and Management Strategy (ISMS) and the methodology used to develop it to achieve a validated approach
  • Identify and quantify ILC’s key information assets and prioritise them based on cost, risk and business value
  • Review information management mechanisms and complete ILC’s Business Classification Scheme, Records Authority and Information Security and Governance Strategy
  • Define the measures required to secure ILC’s Information Assets
  • Use contemporary knowledge management methodologies to define how ILC’s Information Assets can be leveraged

Consultation and information gathering was done by:

  • Running 14 workshops across every ILC office
  • Analysing ILC’s email and phone communications to determine organisational networks
  • Conducting a deeper analysis of the Fish River Carbon Farming project, an innovative and collaborative initiative in which 40,000 years of indigenous land management and fire control knowledge was leveraged to sell in the form of carbon credits

Results

As a result of the exercise:

  • ILC recognised that its information and the tacit knowledge of its people are critical business assets
  • ILC’s key information and knowledge assets were identified and prioritised and instruments to manage them were developed and implemented
  • The executive became engaged allowing accountability and responsibility to be assigned for the governance and management of those assets. This was achieved through simple explanation, for example:

In this case timesheets, a low value asset, were demanding more time and effort to maintain than its property contracts that are of significant value to ILC in terms of contribution to the business and risk of loss

  • Communication and collaboration were enhanced and silos of information and knowledge were broken down
  • Lessons learned enabled tacit experience to be converted to explicit knowledge for ready access through enterprise search and easy re-use

Benefits

By understanding its information and knowledge assets and making them readily available, the Indigenous Land Corporation is able to:

  • Increase productivity by making the right information available to the right people at the right time
  • Improve the safety, morale and well-being of ILC staff from ensuring that young, indigenous workers on remote cattle stations don’t get hurt to enabling city employees to be efficient and effective in, and proud of, their work
  • Mitigate business risk by securing its information and knowledge assets
  • Replicate and leverage existing practices to increase revenue and otherwise generate benefits for Indigenous Australians
